Gmail will open in the second device only when the authentication is passed by you from the primary device.

Keep in mind, two-factor authentication works differently for trusted devices. Once the two-step verification is passed in a new device, the next time you can log in to Gmail with the password on this device.
This feature is useful in protecting your account from hackers. If a hacker hacks the password of your Gmail account, then he will have to come to the second step for login. Which will be based on your permission. Unless you give permission, the account cannot be logged in even with the password.
